چکیده

The significant contribution of human error to overall system risk for air traffic management systems has been recognised for some time. It therefore follows that when changes are being made to an ATM system, an important part of the safety assurance for that system is the risk assessment and mitigation for the human element. NATS are in the process of making a number of significant changes to their ATM systems and have been applying formalised and structured techniques for the analysis of human error. One of these techniques, the human error reduction technique for evaluating systems (HERTES), is described with reference to its successful application on the recent implementation of a new control tower at Heathrow Airport. However, it is also recognised that whilst human error assessment is a necessary component of human factors assurance, in isolation it is not sufficient. A complete framework for human factors assurance has therefore been developed and is being applied across all NATS future ATM projects.

This report describes a small-scale project about the impact that future ATM technologies may have on safety culture in ATM. The overall objectives of this project were to: i) gather evidence for the impact of recently introduced systems on safety culture and ii) examine the potential impact future ATM functions may have on safety culture that could potentially affect safety. This was undertake...

Development of an FAA-EUROCONTROL Technique for the Analysis of Human Error in ATM

Human error has been identified as a dominant risk factor in safety-oriented industries such as air traffic control (ATC). As the capacity and complexity of airspace continues to increase, and as ATC develops more advanced interfaces and computerised support technology, the importance of identifying the human factors leading to human error will increase, and the ability of traditional design pr...

A Systemic Model of Atm Safety: the Integrated Risk Picture

There are many new concepts being developed for future ATM, e.g. conflict detection and resolution systems, new traffic management and airport throughput systems, etc. Each can have its own safety assessment and assurance programme. But the future vision of e.g. 2020, may involve a number of such new tools or systems or concepts. This raises a number of questions: • What is the safety assessmen...

Model Based Mission Assurance (MBMA): NASA’s Assurance Future

Model Based Systems Engineering (MBSE) is seeing increased application in planning and design of NASA’s missions. This suggests the question: what will be the corresponding practice of Model Based Mission Assurance (MBMA)? Contemporaneously, NASA’s Office of Safety and Mission Assurance (OSMA) is evaluating a new objectivesbased approach to standards to ensure that the Safety and Mission Assura...
